I know that the value is stored in ~/Library/ Preferences/.GlobalPreferences.plist (AppleHighlightColor). I'm not sure what the Carbon way to read this value would be, other than to read the file directly (though in Tiger it may have to be converted from binary format to xml). I know it's readable via the defaults command in the terminal, but that would be a very hackish way to obtain the value.
