This is a good point, and somewhere we can help in our other projects. For example, we could remind people on the Native-Language Community list that any builds that haven't been formally released are only for _testing_ purposes.
Both our [1] homepage and download page stress that OpenOffice.org 3.0 builds are available for _testing_. (Or you can download the 2.1 stable release). We include information on how to report issues.
But there may be language-teams who aren't aware of the QA aspect. I agree that there could easily be people or whole groups outside OpenOffice.org by now who view the community builds as early releases.
