Maybe you checked out m23 sources too early. I once experienced this too. I don't know which Milestone it was but it has been announced on cws-announce mailinglist and a "second" later I checked it out of cws. In the end although all modules were on my disk various files were missing or in wrong version. I asked on IRC back then and got told that it's better to wait for a few hours (a good value has been six to twelve for me) or better a whole day before checking out the announce Milestone sources. If you have a ssh key access to OOo try to checkout from cvs repository using it. Signed in checkout is faster up to date while annonymous checkout may be delayed. This doesn't mean that you really found an Issue it's just that it sometimes happens that files are missing when you checkout sources too early.
