Yes, should be macfuse/core/10.x/ -- typo fixed. Are you sure you sync'ed everything? It shouldn't be recommending to restart the system.
macfuse/core/10.x/packaging/macfuse-core/Info.plist.in should have IFPkgFlagRestartAction commented out (or just not there). I should also point out that although MacFUSE for 10.4 has had numerous bugfixes (and will continue to receive bugfixes), most of the "exciting" improvements are for 10.5. Many of these aren't really possible on 10.4, so it's not *just* lack of time on my part.
