Yes, you'll need to install MacFUSE Core. This requires admin
privileges, but it is only a one-time install (aside from updates to a
newer version).

The file systems themselves are typically just a standard executable
that will execute in the context of the user; that is, they should not
require admin rights to install or run.

Good luck with your project. If you can relax the requirements to
allow for a one-time install then I expect using MacFUSE would be
simpler than going the cifs server route.
