Either the disk image you downloaded is corrupt, or your system has something messed up installed.
You should make sure that a) You download the official distribution from http://code.google.com/p/macfuse/downloads/list and b) What's downloaded is not corrupted on the way. The MD5 checksum of the official MacFUSE-1.7.dmg is eb1890d6a32695ce33f8db7d3bbe15a4. As for something being messed up on your system, well, did you install (inadvertently or otherwise) any "file systems"? Long time ago, there was an ntfs-3g package floating around that would incorrectly claim to handle all file system types, causing disk image mounting and even CD/ DVD mounting to fail. You can try the following command on the Terminal to get details on what might be going on: hdiutil attach /path/to/MacFUSE-1.7.dmg -verbose Other than this, no thoughts--with this information, you need to debug this on your end.
