Dokan isn't exactly FUSE for Windows, but it's based on the same ideas. I've read there is some FUSE compatibility layer that uses Dokan in order to make FUSE file systems run on Windows, but I haven't tried it out. I don't think the projects are really mature yet, but it will be interesting to see what comes out of them.
For other reasons, HFS+ as a FUSE driver would be desirable, as only one driver code base would need to be maintained for solaris/bsd/linux...
