"Connect to server" is a GUI functionality. MacFUSE is a kernel file
system many, many layers below the GUI. There's no "emulating" to be
done "with MacFUSE" here.

The "Connect to server" functionality is implemented using a closed
API. Apple uses it to implement GUI interfaces to AFP, FTP, HTTP, NFS,
SMB, etc. through bundles. Even if the API were public, you wouldn't
do it "with MacFUSE". Providers of specific MacFUSE file systems would
have to do it for their file systems. Not every MacFUSE file system
needs a "username" and "password" (unless you are under the mistaken
impression that MacFUSE is a "network file system mounter" [sic]).

The other things that you mention have nothing to do with "Connect to
server". Webdav volumes show up in the "SHARED" section of the
Finder's sidebar because the Finder only wants to show Apple's file
system types in there. The Finder doesn't even follow Apple's own
rules in determining what's a "remote"/"shared" file system--there's
nothing MacFUSE can do about it.

The right party to complain to about this is Apple.
