Yes, that was my situation.

I had Tiger installed, then installed MACFuse, then upgraded to
Leopard. Once I did that, I was not able to get any subsequent version
of MACFuse installed. I do seem to recall there's a post here
somewhere that describes how to clean up from this situation. If I can
track it down, I'll post the link.
