Quick answer to your questions. 

- From what I can see, yes they use something like MacFuse to create a file 
system. 

- Your second question is a bit ambiguous, but I interpret it as the fact that 
you have a random service hosted somewhere, whose API is SOAP/XML-RPC (but this 
is totally irrelevant as any technology would do), and whose objects, the 
objects mentally manipulated by the users of the service, can be *represented* 
as file and folders. In this case, a file system can ease the use of the 
service and MacFuse is what can help you achieve this. 

In fact I guess you just wanted to know what MacFuse is for, I hope I answered 
your question.
