Do this:
Open your Network Preferences
Choose your Internal Modem from the "Show" list
Click on the PPP tab
Click on the PPP Options button at the bottom
Remove the check mark in the "Connect automatically when needed" box
Click OK
Click Apply Now

This should do it.

The reason I laugh is because I do this on purpose to my students for a
troubleshooting exercise.
