The Apple Mail program resides on your hard drive. You paid for it when
you purchased OS x or when you bought your computer. Running Apple Mail
or any Mail client program doesn't cost anything. The cost is in your ISP.

In the For What It's Worth department  I do not use Apple Mail, not
because there is anything wrong with it but because I don't like having
all my apps provided by Steve Jobs. I want a little diversity. I run
PowerMail and am quite happy with it. I don't remember what I paid for
it, but it wasn't much. 

There is a relatively new web browser out Fire Fox. I downloaded it (it's
free) and use it on one of my computers. It is similar to Safari. And has
a nice look to it.

I stopped using Internet Explorer because Microsoft wasn't upgrading the
program making it more secure, etc. Safari and Fire Fox both work quite well.
