It's OK for Apple to offer it when it's ready to go - there's no reason that everyone has to upgrade to it right away. Admittedly, pressure for the upgrade starts to build when applications stop being updated for the old OS, but shoot, most everything still works under Jaguar, and lots of stuff still works under Mac OS X 10.1.5 (ugh).
