You may have accidently turned on some preference that allows your Mac 
to "connect to the internet as needed" such as the Software Update 
Control Panel, or the Network Time Control Panel.
Note that normally Airport has to be told by an application to connect 
before it takes over your phone line. But of course this will depend on 
your settings for Airport. Check the settings, one of them that is 
there tells Airport to disconnect after nn minutes of inactivity. Set 
this one to say, 10. (This may help in the short term while you are 
finding out which app wants your phone line.
