Safe Harbor is the name of an agreement between the United States and the European Union in which US companies can voluntarily meet a series of standards concerning data privacy.
In the EU, selling someone's data, or allowing a hacker to steal someone's data is some level of criminal offence [and thus I get a tenth of the junk mail back there, and no phone calls except my phone company every now and then trying to sell extra services]. Now, no reason this implies you're talking to real EBay people, but does show that the name 'Safe Harbor' isn't a stupid made up phrase :) I've never heard of any online company needing a copy of a driving licence, s'bad enough if they say they need your social [especially as EBay are an international-facing website and I assume non-US users can still use ebay.com].
