Good question. We've been able to do things like SSL tunneling for  
quite some time, granted, you had to jump through a hoop or two (pretty  
minor actually) to get it going. I thought that while Apple was  
providing the VPN client in Panther (which they did), you still needed  
the server version to set up the server.

Have you considered using a tool like the following:
