After you double-click the X11 application, you are running X-windows. 
I think what you're asking for is a graphical environment. The 
graphical environment is a set of programs to give you such things as a 
task bar. X11 does not come with a default graphical environment. There 
are several you can install. The most common under Linux are Gnome and 
KDE.

But, you don't need a graphical environment to run X programs. If the 
program is in your search path, you can just type its name into an 
xterm window to run it.
