I have two suggestions.

I use Canvas for this type of stuff. (www.deneba.com) It's sort of like 
rolling Illustrator, Photoshop and page layout capabilities into one 
program. It's not as powerful as Photoshop for photo editing, but it 
does what most people need, and even understands many Photoshop plugins.

An alternative that's very powerful, but somewhat harder to use is The 
GIMP. (GIMP = GNU Image Manipulation Program) It runs under X11, which 
has lately been much discussed around here. THe GIMP is an open source 
photo editor and all-round image manipulator. It does have a steep 
learning curve. Since it's free, there's not much to lose but time and 
hair in trying it out. (www.macgimp.org)
