http://www.isnetworks.com/ssh/ is a Java scp GUI. Based on the mindterm
ssh client v1 which was free. Unsure if you can easily get that annymore.
Java on OS 9 is always a tricky thing, so no clue if it would work.

http://info-center.ccit.arizona.edu/~consult/mac-sftp.html suggests that
NiftyTelnet and MindTerm can both be used on OS 9.
