Generally, the circle means "off".

I have a toggle switch (you push down one side for on the other side for
off. My problem is which symbol (the open circle-like or the straight
line) is on?

Also I guess if I can't tell by trying both, I have a bigger problem. 
But why can't symbols be obvious?
