There are a couple of places to look for CSS info which is actually 
useful:

Western Civ makes a CSS editor called "Stylemaster" which is very 
overpriced... but they have some great CSS tutorials on line:

Places which turn CSS into an art form are:

and (the page I made by tinkering with stuff from the second site above)

It all works pretty good, except it can sometimes be unpredictable 
(which is bad).

I sent this to the full list, too, so that others might see some of the 
niceness of CSS.
