I found these instructions for creating Windows-compatible photo CDs in 
a magazine called ICreate.  I'll list the steps that they suggest.  
There may be other ways, but this has worked well for me.
1. Select the photos that you want.  Drag them to an album in IPhoto, 
or if they are already in an album, just highlight the album.
2. Click on the 'File' menu and choose 'export...'.
3. In the 'Export Photos' box that opens, click on the drop-down menu 
for 'format', and choose JPG.
4. Size - the instructions say you can scale your images if you want, 
but 'full-size images' is best.
5. Make sure 'Use Extention' is checked, and then click on 'Export'.
6. Now you have the screen to decide where you want them exported.  
They suggest clicking on 'new folder', giving it a suitable name and 
exporting the images into it.
7. IPhoto starts to export the images into the folder.
8. insert a blank CD and the blank CD menu pops up. Select 'Open 
Finder', give disc a name and hit 'OK'.
9. This is so easy!  Drag the folder of exported images onto the blank 
CD's icon on your desktop.
10. Once the files have copied, click on 'File' menu and select 'Burn 
Disc...', confirm this action at the next dialog box and you'll done.
