The "thumb" in the scroll bar of a window changes length to be 
proportional to how much of the document is visible in the window. For 
example, if you can see a third of the present document in the window, 
the scroll bar will fill a third of its scroll region. In Mac OS 9 and 
earlier, the scroll thumb stays the same length.

I don't know how to turn off the proportional feature in X, but I've 
never really tried to do so either because I like proportional scroll 
thumbs.
