The Hopkins report noted that there are 3 tables (think: spreadsheets) 
which keep track of the votes. The one which counts for the election is 
different from that which is verified by each of the polling place heads 
(county clerks, say), and can be changed by authorized users. To make 
matters worse, it is possible to turn off the transaction log (the file 
which keeps track of changes to the database) and to actually change the 
entries in the transaction logs to cover any kind of tampering.

While the suspicions of actual tampering may or may not be true, the 
Diebold systems sure look like a disaster waiting to happen.
