Hi Dan, I'm running OS 9.1. I have never used nor have I configured that key combo for my system but its there by default. Maybe your speculations are correct.
Assuming that there is not a third party software issue involved, the primary place to look for customizing/automating keystrokes is in your keyboard control panel. Might be worth a check.
