Nah, they're riding the wave of 'freedom is not free' security garbage. 
Sure, that's part of the physical world, but it'll play well in IT 
departments, 'cuz they see it as a way to increase their budgets. Shoot, 
the first 2 years I was in Baltimore, the IT folks there spent *all* 
their time and effort installing a firewall. This was spun as good, 
because it would get the feds to give more grant money. Now... imagine 
that someone can *pay* to say that they have security. That must (by the 
fallible market logic) be better then having something that is secure 
from the get-go. IT departments will eat this stuff up, and M$ will make 
a wad of money. Sad, really.
