If you can't find a shareware app you like for web design, you may be 
able to get one of the more expensive packages at academic prices. 
www.edu.com lists Macromedia Dreamweaver MX for about $100. They also 
have Adobe GoLive 6.0/LiveMotion 2.0 for $82. These are academic 
versions, and are not to be used for commercial purposes. However, if 
all you're doing is a family website, pictures for the kids, a church 
home page, or something similar, this should more than suffice. It 
requires a faculty or student id to purchase, but you save more than 
$200-300 per package.

If you need to use it for commercial purposes, I would buy the academic 
version, design the site, get paid, and then buy the commercial license 
to cover yourself.
