No.  It?s not normal.

However, this could occur if you have set your software update system
preference to automatic and it periodically installs some software updates
that require a restart.  Still, that scenario doesn?t make much sense either
as most software installs that require a restart would also require you to
enter your password prior to the install.

Are you actually sitting in front of your Mac when you see the message
appear?
