I was just keeping it simple and in the process, I was sloppy. Sorry.

The -HUP option just makes it reread its configuration files, which is 
usually equivalent to a kill and restart.

All machines I've used Apache on have a separate program called 
apachectl which takes these commands. Do a man apachectl on on Mac OS X 
to see what I mean. It's the same on my Red Hat machine.
