Hello all,

Rather than going to a technical article, would someone here
  please try to explain, in non-technical terms, the reasons for
  varying d/l speeds with the dialup connections I am using?

Specifically:
  I have a Mac Mini with an internal modem @ 56k bps., and see a
  common connect-up @ 52k bps.  Usually, the d/l speed is from 4kb
  to 6kb per second, as expected.  However, on occasion I observe
  the d/l speed to be as high as 15kb to 17kb per second.
What allows this to happen?
   ...and can I set something up to  *make*  this happen all the time?
It seems like it's similar to a hardware handshake of some sort, but
  doesn't the Mini have a [software] modem?  What gives?
