Hmmm? Have you verified that Preview.app is still installed? HD/ Applications/Preview.app. CMD + Shift + A. If Preview is in fact installed, you might try opening Preview, then open the PDF's in question from the Preview menu bar File/Open to verify Preview and said PDF files are in working order. Trashing Preview Preferences would be another option username/Library/Preferences/ com.apple.Preview.plist, then Logout/Login and repeat the Get Info process to see if Preview becomes available. I remember this happening once and trashing Finder Preferences was the solution. Alternately, Adobe Reader would open the files. I prefer Reader over Preview. Select Reader with Get Info.
