Geez, sounds like Pepsi's contest department screwed up again. If I recall correctly, Pepsi ran a 'collect the letters' contest in the Philippines 10 or 15 years ago, where the top prize was Very Large ($100,000 or $1,000,000). The folks who made the contest forgot to make a rare letter. The end effect was piles of people buying pepsi, and then getting infuriated when their winning collection didn't win the Big Prize.
