Geez, sounds like Pepsi's contest department screwed up again. If I 
recall correctly, Pepsi ran a 'collect the letters' contest in the 
Philippines 10 or 15 years ago, where the top prize was Very Large 
($100,000 or $1,000,000). The folks who made the contest forgot to make a 
rare letter. The end effect was piles of people buying pepsi, and then 
getting infuriated when their winning collection didn't win the Big Prize.

I'd chalk this up to Pepsi being fools.
