There's an awful lot of arcane mysticism floating around with respect  
to this topic. I don't do any of this stuff. All I do is skim through  
the installation documentation -- if any -- and follow the  
recommendations given there. Because of the way Unix works, a reboot  
should only be necessary when kernel-level stuff is installed --  
device drivers, kernel modules, etc. Also, other programs running at  
the same time shouldn't really make a difference. (If I'm upgrading a  
program, I will quit it before trying to install the new version.)

Permissions don't spontaneously change themselves. If permissions are  
getting messed up, then it's a symptom of a deeper disease.
