iPhone deactivation will have to be done through AT&T. Apple provides  
a simple means of activating it through iTunes, but not deactivating  
it, probably because of the cancellation fees associated with it in  
most cases. If you're keeping AT&T, but changing phones, there's  
probably not a cancellation fee, but AT&T will still need to change  
the account to the new SIM.
