I did a clean install on the external drive instead of c/p or d/d the folders, 
but still couldn't boot from the external.  But it's been a while since I've 
tried to boot from the external, so I can't recall exactly what the problem 
was.  Should try fooling around with it to see if it's even possible....

It should, any G4 can do a external hard drive boot.  Is the  
operating system installed correctly on the external hard drive?  If  
you try to copy and paste system folders from your internal to your  
external, you won't be able to boot.  There are invisible folders  
associated with the OS that cannot be selected by Finder alone.
