I may have missed some posts. but the symptoms you've described sound
like a bad motherboard which would probably cost as much to replace as
a new Mini.

As for service, I'm pretty sure either would be about the same. I
don't know about the Apple Store, but MacAuthority used to charge a
$75 diagnostic fee which I think was applied to the service.
