Wendi- a couple of ideas to check, not sure what it might be...

check under 'settings', 'Wi-Fi', and make sure 'ask to join networks' is set to 'On'.

are you sure you are using Wi-Fi at your home and not the cellular connection? If you have cellular on the ipad, try turning it off and check out the wi-fi.

if you were using the wrong password, it would say 'incorrect password'.

can you use a Starbucks/ Panera/ or free wi-fi connection?

If hubby can get on the system at her house, should you learn the lyrics to  'mother-in-law blues'?

Both my iPad and iPhone connect to my wifi at home, but when I visit my mother-in-law, I cannot connect with either device to her wifi. I have the correct password, but both devices say, "unable to connect." My husband can connect with his iPhone. Where do I even start looking for the problem? I'm running 4.3.2.
