I agree that some of the changes in Lion were not thought through, but this one 
has a certain logic to it. Often Preview is used to look at files downloaded 
from other programs such as Mail. The copy of the file you're looking at is in 
a cache directory for that program, not in a place many naive users are likely 
to look when they want to see it again. Duplicate or Save as… forces you to put 
it somewhere logical.

Now, let's discuss full screen mode—especially with multiple monitors.
