Hi Jane,

I have used several Epsons to good effect. A color laser that is capable of 
making a photo look good would be very expensive. The technology of a laser is 
just not suited to make good photos. THAT'S a geeky conversation we won't have 
here. Ink jets do a lot better for a lot less money.

Best bet is to Google what you are looking for (i.e. "best photo printer under 
$200") and read articles and reviews. They will usually discuss color quality 
and cost per print when the subject is photos.

Neal is right about the paper: I have seen great variations even among 
different papers that were all billed as "photo" quality. What I have done in 
the past is to just buy a pack whenever I saw it on sale and see what worked 
best for me. That stuff is never cheap, but if your photos come out good then 
it's worth it. 

That said, your cost per print and the time it will take you to get a good 
print is usually quite a bit more than taking a thumb drive full of image files 
to the drug store. Make sure you print a few and see how they turn out before 
doing a lot because quality varies from location to location and from machine 
to machine at those places. But if you find a place that does a good job it 
will cost you way less, be more convenient and YOU don't have to be the one to 
maintain the equipment.
