No you don't. It's been in the Settings for as long as I can remember. There is a catch: Most of the carriers want to charge you extra money, if you start using your phone as a tethered base station. I am still grandfathered into an AT&T unlimited data plan, and they'll immediately switch me over to a limited data plan and start charging me for tethering, if I send use any shared data. The phone barons can detect a tethered phone by inspecting the TCP/IP packets going over their networks.
