I have been getting that as well depending on my location. While I don't have 
proof, I think it's actually a Verizon problem. There is a cell tower near my 
job, and randomly out of no where, my iPhone 6 Plus will start that nonsense. 
When I am out of range of the tower, no problem. 

I'd call Verizon and complain.
