If you made your purchase through the Apple Store App while inside the store, it would legitimately ask you to login to your Apple ID to run the purchase. So that part should be ok.
I see strange location login messages a lot when I'm restoring backups and may not have had wifi/cell connectivity for a while prior to doing the login on the setup screens. Usually the weird location is Cupertino rather than Philadelphia though. Did you get an email in addition to the text message?
