Actually I just realized today when I got back to my office at work, that it is application dependent too. I'm still on (don't laugh) Lion on my MacMini at work and had been running El Cap on my work laptop. Both have Adobe Acrobat installed and that is what I use when I'm working with PDFs and I am able to move the dialog box around. Over the weekend I was working with my new MacBook Pro I bought for home and because I'm cheap and only using Preview to work with PDFs, kept running into the un-moveable box issue. I realized this morning that most of the Apple-native apps have it as a drop down from the top of the menu bar, but it appears Acrobat keeps it as a separate moveable box. So guess it just depends on which program you are using too.
