SIP (= system integrity protection) is a kernel-level thing, not a program. The 
csrutil program does not do SIP by itself; it enables or disables SIP in the 
kernel. To disable SIP, you must boot into recovery mode, type the command 
‘csrutil disable’ and then reboot.

My feeling is that SIP is a good thing and I don’t want to turn it off. SIP 
makes it much harder for malware to install itself on a Mac.
