Anne, 
Yes, iCloud works this way, syncing devices so our current in hand device is up 
to date.  

As you’ve said, you can choose the apps you don’t want to sync.  I sync 
everything but photos, so many it isn’t feasible.   

It is a good idea to have your primary device (a Mac?) backing up everything to 
the cloud.
