With Mojave, Apple is replacing the older OpenGL graphics architecture with 
their new one called Metal. To support Metal, a machine’s GPU has to meet 
certain requirements. The list of machines supporting Mojave 
<https://support.apple.com/en-us/HT201475> is the same as the list of machines 
supporting Metal <https://support.apple.com/en-us/HT205073>  I suspect those 
are the only Macs with a modern enough GPU.

Apple does say you can install Mojave on an older machine, if it is upgraded to 
have a Metal compatible graphics card. The Mac mini’s graphics can’t be 
upgraded.

PS/ I hate this upper-lower case game they play with the name of the Mac mini — 
not Mac Mini.
