I'd love to be able to recommend Hostwinds, but I haven't been very impressed with them. They are inexpensive, though.
Be aware that a lot of the small discount web hosts out there are owned by Endurance International Group, and although their headquarters is in Massachusetts, the servers and support functions are all India-based. (They also own email marketing service Constant Contact.) I was on their Powweb subsidiary for years until the price got out of sync with their service.
