I found it at Settings > Cellular > SIM PIN, thanks to https://support.apple.com/en-us/HT201529
The support page has some pretty stern warnings about finding out what your PIN is, even if you've never used it, because if it is already set, trying to set one will make your SIM card useless, and hence require a new one.
