YouTube tv has its own cloud DVR. To use it your best choice is a AppleTV. Here is a review of it.

It does have streaming app’s but doesn’t have the streaming Tv App’s it just has YouTube and Hulu but not the IPTV versions. So it depends on what your choice is for do you want to do streaming tv or over the air and cable recording.
