I mentioned b4 that I was trying some rules to actually remove the
extra characters, and those are working fine.
Removing the extra characters show the css and js without a problem.
But like I said, it seems like this is just a patch.
I setup a test case and there is a edge case defect. The
HtmlHelperProperty tries to compute an asset path for external URLs. I
have filed a ticket in regards to this:

This will be fixed in 1.8.1 and 1.9.0.
